How hard is it to learn another Language?

OK so English is my first language obv.. I can speak some Punjabi and understand it all I want to learn to speak Hindi fluently to impress family members and friends. I can already understand some Hindi. Roughly how long would it take me to learn the language? (I know it varies by person & effort) Also what is the best possible way to learn it? (Not Rosetta Stone)
